Kukin Program Director, Professor Andrea Schneider, is the executive director of the Council on Countering Hybrid Warfare, a group of conflict management experts. The Council focuses on awareness, education, research, and building resilience for lawyers, businesses, and governments who are responding to increasing threats presented by hybrid warfare.

MISSION
Western democracies face increasing global tensions including political influence, economic and infrastructure disruption, disinformation, and cyberattacks. This phenomenon – we use the term Hybrid Warfare – is often driven by foreign adversaries. Responding to these challenges requires cross-sector collaboration, conflict management strategies, and new skills from corporate, security, government, political, and peace actors. Our Council’s mission is to enhance the capacity and respond to the threat of Hybrid Warfare through a conflict management framework, inclusive of civil society, and military cooperation.
VISION
As a team of experts from different professions, disciplines, and countries, we are passionate about protecting democracies. We envision a world where our democracies are resilient and secure by countering Hybrid Warfare. We believe that we can only achieve this goal by working together with leaders and future leaders.
STRATEGIC GOALS
- Enhance awareness of the threat of Hybrid Warfare and its impact on democracies.
- Build a global network of partners and participants.
- Establish the strategic practice, knowledge, and skills of current and future leaders – through conflict management practice and theory.
- Identify and integrate current and emerging technologies that assist leaders and their organizations in identifying, understanding, and responding to hybrid threat activities and networks.
