Paul E. Babchik is Senior Counsel and Law Internship Coordinator at the Waterfront Commission of New York Harbor, a bi-state law enforcement and licensing agency that combats criminal influence and ensures fair hiring practices at the container and cruise ship terminals of New York and New Jersey. Since joining the Waterfront Commission in 2007, he has been responsible for over 900 investigations, as well as related administrative hearings, pertaining to organized crime associations, discrimination, theft, assault, fraud, narcotics, and other waterfront labor law violations. On five occasions, he was awarded honors for his organized crime hearings and investigations - specifically, the Commissioner Edward C. Rose Award for Excellence in Advocacy (2009, 2011, 2014, and 2017) and the Commissioner George P. Hays Award for Investigative Excellence (2012). His cases have been reported by multiple news outlets, including the Journal of Commerce, New Jersey and New York Law Journals, New York Daily News, New York Post, New York Times, and Star-Ledger. Since 2017, as an adjunct professor at Benjamin N. Cardozo School of Law, he has taught both the Public Sector Externship Seminar and the Advanced Legal Externship Course.
