The debates over the presence/absence of Responsibility to Protect (R2P) following the August 2013 chemical weapons attack in Syria underscores the urgency of establishing a common standard for all stakeholders to utilize when discussing the application of the R2P.
The R2P principle rests upon an understanding that protection begins with prevention. Over the past three years the Holocaust, Genocide and Human Rights Program (HGHR) at the Cardozo Law School has undertaken research to develop a standard for the implementation of R2P in order to prevent atrocities and protect populations at risk.
